"National Pollutant Discharge Elimination System" means the national program for issuing, <br />modifying, revoking, and reissuing, terminating, monitoring and enforcing permits, and <br />imposing and enforcing pretreatment requirements, under sections 307, 402, 318, and 405 of <br />the Federal Clean Water Act, for the discharge of pollutants to surface waters of the state <br />from point sources. These permits are referred to as NPDES permits and, in Washington <br />State, are administered by the Washington State Department of Ecology. <br />"New development" is the conversion of previously undeveloped or pervious surfaces to <br />impervious surfaces and managed landscape areas not specifically exempt in the <br />"Exemptions" or "Partial Exemptions" sections of Appendix 1. Projects that add new lanes <br />on an existing roadway or otherwise expand the pavement edge are included in the definition <br />of new development because they create new impervious surfaces; these projects arc subject <br />to the thresholds and requirements for new development as set forth in Appendix 1. <br />"New Permittee" means a City, Town or County that is subject to the Eastern Washington Phase <br />II Municipal Stormwater General Permit and was not subject to the permit prior to August 1, <br />2014. <br />"New Secondary Permittee" means a Secondary Permittee that is covered under a municipal <br />stormwater general permit and was not covered by the permit prior to August 1, 2014. <br />"NOI" means Notice of Intent. <br />"Non -Pollutant Generating Impervious Surfaces" are considered to be insignificant sources of <br />pollutants in stormwater runoff. Roofs that are subject only to atmospheric deposition or <br />normal heating, ventilation, and air conditioning vents are considered NPGIS, unless the <br />roofing material is uncoated metal. The following may also be considered NPGIS: paved <br />bicycle pathways and pedestrian sidewalks that are separated from and not subject to <br />drainage from roads for motor vehicles, fenced fire lanes, infrequently used maintenance <br />access roads, and "in -slope" areas of roads. Sidewalks that are regularly treated with sand, <br />salt or other de-icing/anti-icing agents are not considered NPGIS. <br />"Notice of Intent" means an application or request for coverage under a General NPDES Permit <br />pursuant to WAC 173-226-200. <br />"NPDES" means National Pollutant Discharge Elimination System. <br />"NPGIS" means Non -Pollutant Generating Impervious Surfaces. <br />"Outfall" means point source as defined by 40 CFR 122.2 at the point where a discharge leaves <br />the MS4 and discharges to waters of the State. Outfall does not include pipes, tunnels, or <br />other conveyances which connect segments of the same stream or other surface waters and <br />are used to convey primarily surface waters (i.e. culverts). <br />"Permittee" unless otherwise noted, includes Co -Permittee, Secondary Permittee, and New <br />Secondary Permittee. <br />"PGIS" means Pollutant Generating Impervious Surfaces. <br />Eastern Washington Phase II Municipal Stormwater Permit August 1, 2014 <br />Page 54 <br />
