To comply with these provisions, Permittees shall keep records of all <br />projects disturbing one acre or more, and all projects of any size that are <br />part of a common plan of development or sale that is one acre or more, <br />that are approved after the effective date of this permit. <br />Permittees shall keep project records for five years or until <br />construction is completed, whichever is longer, with the following <br />exceptions: approved site plans and O&M plans shall be kept as <br />needed to comply with the ongoing inspection requirements of this <br />permit. <br />ii. The training records to be kept (for d, above) include dates, activities <br />or course descriptions, and names and positions of staff in <br />attendance. <br />iii. Permittees shall keep copies of information that is provided to design <br />professionals (for e, above); and, if information is distributed to a <br />large number of design professionals at once, the dates of the <br />mailings and lists of recipients. <br />6. Municipal Operations and Maintenance <br />Permittees shall implement an operation and maintenance program that includes <br />a training component and has the ultimate goal of preventing or reducing <br />pollutant runoff from municipal operations. <br />The minimum performance measures are: <br />a. Permittees shall implement a schedule of municipal Operation and <br />Maintenance activities (an O&M Plan). Permittees shall review and, if <br />needed, update the O&M Plan no later than August 1, 2017. The schedule <br />shall include BMPs that, when applied to the municipal activity or facility, <br />will protect water quality, reduce the discharge of pollutants to the MEP, <br />and satisfy state AKART requirements. Chapter 8 of the Stormwater <br />Management Manual for Eastern Washington provides a selection of <br />appropriate BMPs that meet these requirements for various types of <br />facilities. Operation and maintenance standards in the O&M Plan shall be <br />at least as protective as those included in Chapters 5, 6, and 8 of the <br />Stormwater Management Manual for Eastern Washington (2004), or <br />another technical stormwater manual approved by Ecology. Record <br />keeping shall be done pursuant to the requirements in S9 Reporting and <br />Recordkeeping. <br />i. The O&M Plan shall include appropriate pollution prevention and good <br />housekeeping procedures for all of the following types of facilities <br />and/or activities listed below. <br />Eastern Washington Phase II Municipal Stormwater Permit —August 1, 2014 <br />Page 26 <br />
