The maintenance of stormwater facilities which discharge into the <br />Permittee's MS4 in accordance with maintenance standards <br />established under S5.B.5 where necessary to prevent illicit <br />discharges. <br />vii. The Permittec's ordinance or other regulatory mechanism in effect as <br />of the effective date of this permit shall be revised if necessary to <br />meet the requirements of this section, no later than February 2, 2019. <br />C. Each Permittee shall implement an ongoing program designed to detect <br />and identify illicit discharges and illicit connections into the Permittee's <br />MS4. The program shall include the following components: <br />i. Procedures for conducting investigations of the Permittee's MS4, <br />including field screening to identify potential sources. <br />ii. Procedures for locating priority areas likely to have illicit discharges, <br />including at a minimum: evaluating land uses and associated <br />business/industrial activities present; areas where complaints have <br />been registered in the past; and areas with storage of large quantities <br />of materials that could result in illicit discharges, including spills. <br />iii. Field assessment activities, including outfalls, or facilities serving <br />priority areas identified in (ii) above, during dry weather and for the <br />purposes of verifying outfall locations and detecting illicit <br />discharges. <br />Compliance with this provision shall be achieved by: field assessing <br />at least 40% of the MS4 within the Permittee's coverage area no <br />later than December 31, 2018 and on average 12% each year <br />thereafter to verify outfall locations and detect illicit discharges. <br />iv. A publicly listed and publicized hotline or other telephone number <br />for public reporting of spills and other illicit discharges. <br />V. Permittees shall provide adequate training for all municipal field <br />staff which, as part of their normal job responsibilities, might come <br />into contact with or otherwise observe an illicit discharge or illicit <br />connection to the storm sewer system, on the identification of an <br />illicit discharge/connection, and on the proper procedures for <br />reporting and responding, as appropriate, to the illicit <br />discharge/connection. Follow-up training shall be provided as <br />needed to address changes in procedures, techniques, requirements, <br />or staffing. Permittees shall document and maintain records of the <br />trainings provided and the staff trained. <br />vi. Permittees shall inform public employees, businesses, and the <br />general public of hazards associated with illicit discharges and <br />improper disposal of waste. <br />Eastern Washington Phase II Municipal Stormwater Permit —August 1, 2014 <br />Page 16 <br />
