The minimum performance measures are: <br />a. All Permittees shall continue to implement a public education and <br />outreach program designed to achieve improvements in the target <br />audience's understanding of the problem and what they can do to solve it. <br />The program shall, at a minimum, include the following, based on the land <br />uses and target audiences found within the community: <br />i. Information for the general public, including school-age children, <br />about: the importance of improving water quality and protecting <br />beneficial uses of waters of the state; potential impacts from <br />stormwater discharges; methods for avoiding, minimizing, reducing <br />and/or eliminating the adverse impacts of stormwater discharges; <br />and actions individuals can take to improve water quality, including <br />encouraging participation in local environmental stewardship <br />activities and programs. <br />ii. Information for businesses and the general public about: preventing <br />illicit discharges, including what constitutes illicit discharges, the <br />impacts of illicit discharges, and promoting the proper management <br />and disposal of waste. Targeted business education should include <br />topics appropriate to the type of business, such as the management of <br />restaurant dumpsters and wastewater, and the use and storage of <br />automotive chemicals, hazardous cleaning supplies, carwash soaps, <br />and other hazardous materials. <br />iii. Information for engineers, construction contractors, developers, <br />development review staff, and land use planners about: technical <br />standards, the development of stormwater site plans and erosion <br />control plans, low impact development (LID) when it becomes <br />available, and stormwater Best Management Practices (BMPs) for <br />reducing adverse impacts from stormwater runoff from development <br />sites. <br />b. All Permittees shall continue to implement a public education and <br />outreach strategy. The strategy shall be designed to reach all of the target <br />audiences identified within the geographic area of the Permittee's <br />jurisdiction covered under this permit to meet the education and outreach <br />goals listed in (a) above. <br />2. Public Involvement and Participation <br />Permittees shall provide ongoing opportunities for public involvement and <br />participation such as advisory panels, public hearings, watershed committees, <br />participation in developing rate -structures, or other similar activities. Permittees <br />shall comply with applicable state and local public notice requirements when <br />developing elements of the SWMP. <br />The minimum performance measures are: <br />Eastern Washington Phase II Municipal Stormwater Permit August 1, 2014 <br />Page 12 <br />
