SPECIAL CONDITIONS <br />Sl. PERMIT COVERAGE AND PERMITTEES <br />A. Geographic Area of Permit Coverage <br />This permit is applicable to owners or operators of regulated small municipal separate <br />storm sewer systems (MS4s) located in eastern Washington State, which is bounded <br />on the western side by the Cascade Mountains crest except in Yakima and Klickitat <br />counties which are, in their entireties, included. <br />1. For all Cities required to obtain coverage under this permit, the geographic area <br />of coverage is the entire incorporated area of the City. <br />2. For all Counties required to obtain coverage under this permit, the geographic <br />area of coverage is the urbanized areas and the unincorporated urban growth <br />areas associated with permitted Cities within the urbanized areas that are under <br />the jurisdictional control of the County. The geographic area of coverage also <br />includes any urban growth areas that are contiguous to permitted urbanized <br />areas that are under the jurisdictional control of the County. <br />For Walla Walla County, the geographic area of coverage also includes the <br />unincorporated urban growth areas associated with the Cities of Walla Walla <br />and College Place. <br />For Yakima County, the geographic area of coverage also includes the <br />unincorporated urban growth area associated with the City of Sunnyside. <br />3. For Secondary Permittees required to obtain coverage under this permit, the <br />minimum geographic area of coverage includes all areas identified under <br />S 1.A.1. and S LA.2., above. At the time of permit coverage, Ecology may <br />establish a geographic area of coverage specific to an individual Secondary <br />Permittee. <br />4. All regulated small MS4s owned or operated by the Permittees named in <br />S I .D.2.a.(i) and (ii) and located in another city or county area requiring <br />coverage under either this permit or the Western Washington Phase II <br />Municipal Stormwater Permit or the Phase I Municipal Stormwater Permit are <br />also covered under this permit. <br />B. Regulated small municipal separate storm sewer systems (MS4s) <br />All operators of regulated small MS4s are required to apply for and obtain coverage <br />under this permit or be permitted under a separate individual or general permit, unless <br />waived or exempted in accordance with condition SI.C. <br />1.
