There exists no rationale for WADOE's nominating process assigning an MS4 permit to <br />Kittitas County. The assignment of an MS4 permit will significantly impact rate payers <br />while providing little improvement to County water quality. All development within the <br />County is required to meet WADOE Eastern Washington Stormwater Manual <br />requirements as adopted in Title 12 of County code. Until such time that we experience <br />significant increases in land use proposals that target discharge of improved runoff offsite <br />— no MS4 permit is warranted for further consideration. <br />It remains unknown the rationale driving WADOE in this matter. We are attaching a <br />listing of current Eastern Washington Cities and Counties currently assigned MS4 <br />permits for Board review (EXHIBIT 5).
