KITTITAS COUNTY <br />PUBLIC WORKS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST STH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />MONDAY 1:30 PM March 26, 2018 <br />Board members present: Chairman Laura Osiadacz; Vice -Chairman <br />Obie O'Brien; Commissioner Paul Jewell <br />Others: Mark Cook, Lucas Huck, Candie Leader, Public Works; Dan <br />Carlson, Stephanie Mifflin, Mike Flory, Community Development <br />Services; Kayla Bonar, Daily Record; Two (2) members of the <br />public <br />REQUEST TO APPROVE A RESOLUTION AUTHORIZING CHAIR SIGNATURE ON <br />THE DIGITAL SUBMITTAL CERTIFICATION TO THE COUNTY ROAD <br />ADMINISTRATION BOARD <br />At 1:31 pm Chairman Laura Osiadacz opened the Public Works Study <br />Session. Mark Cook requested to add four items to the agenda <br />under Other Business - Floodplains By Design Grant Update; <br />Cooperative Partnership Grant with FEMA; Weihl Road RID Update <br />and Transportation Element Update. <br />Mark Cook presented a Resolution Authorizing Chair Signature on <br />the Digital Submittal Certification to the County Road <br />Administration Board (CRAB). Mark Cook stated that this is a <br />yearly process where the County Engineer reports traffic law <br />enforcement diversion from the Road Fund and other annual <br />reporting as required by CRAB. Discussion was held. <br />Commissioner Osiadacz called for a motion to approve Resolution <br />2018-057 Authorizing Chair Signature on the Digital Submittal <br />Certification to the County Road Administration Board. <br />Commissioner O'Brien moved to approve Resolution 2018-057 <br />Commissioner Jewell seconded said motion. Motion carried 3-0 <br />with no discussion. <br />WASHINGTON STATE DEPARTMENT OF ECOLOGY PETITION TO NOMINATE <br />KITTITAS COUNTY FOR A MS4 PERMIT <br />Mark Cook reported on an issue that is emerging with the <br />Department of Ecology (DOE) and gave background from 2014 when <br />DOE issued a general stormwater permit to the City of Ellensburg <br />and at that time expressed no interest in issuing a MS4 Permit <br />for Kittitas County.
