KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS STUDY SESSION STAFF REPORT STUDY SESSION DATE: March 12, 2018 ACTION REQUESTED: Direct staff to begin negotiations of cost for purchase of loader mounted snow blower from the City of Yakima BACKGROUND: The City of Yakima purchased a Larue D55 Snow Blower in 2014 for $138,586.00. This snow blower is very similar to the blower's utilized by Public Works for snow removal operations in Upper County and on occasion in Lower County. It was recently brought to the attention of our Road Maintenance Manager that the City of Yakima had interest in selling the Blower due to lack of use. The Road Maintenance Manager has recently inspected the blower and is in belief that the blower has not been used due to no scratching of paint on the impellers or other associated equipment parts once the shrink-wrap covering had been removed from the equipment. Currently Public Works owns two snow blowers that are actively used during the winter months. One 2012 unit and one 2006 unit, the 2006 unit is currently in need of repair with a damaged clutch in need of replacement. Both are past warranty and are starting to exhibit increased maintenance demand. Both blowers handle approximately 1,300 tons of snow removal per hour under normal use, the Yakima blower would handle about 1,250 tons per hour which is in the same class of our current equipment. It is anticipated that the 2006 unit will need to be replaced in the next equipment purchase cycle and is estimated to sell for approximately $30,000 to $60,000. New blowers are estimated to cost $160,000 to $200,000 and typically come with a two year warranty. The warranty has expired on the blower from the City of Yakima but with no use to date it is expected to be in good working condition. Public Works would like to proceed with attempting to negotiate a purchase price for the blower from the City. The initial estimated purchase price is expected to be between $70,000 and $90,000. If authorized to proceed and a purchase price is negotiated that is deemed reasonable by Public Works a proposal for purchase would then be brought forth to the BOCC for approval to purchase out of cycle.
