KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: March 12, 2018 <br />ACTION REQUESTED: Direct staff to begin negotiations of cost for purchase of <br />loader mounted snow blower from the City of Yakima <br />BACKGROUND: The City of Yakima purchased a Larue D55 Snow Blower <br />in 2014 for $138,586.00. This snow blower is very similar <br />to the blower's utilized by Public Works for snow removal <br />operations in Upper County and on occasion in Lower <br />County. It was recently brought to the attention of our <br />Road Maintenance Manager that the City of Yakima had <br />interest in selling the Blower due to lack of use. <br />The Road Maintenance Manager has recently inspected the <br />blower and is in belief that the blower has not been used <br />due to no scratching of paint on the impellers or other <br />associated equipment parts once the shrink-wrap covering <br />had been removed from the equipment. <br />Currently Public Works owns two snow blowers that are <br />actively used during the winter months. One 2012 unit and <br />one 2006 unit, the 2006 unit is currently in need of repair <br />with a damaged clutch in need of replacement. Both are <br />past warranty and are starting to exhibit increased <br />maintenance demand. Both blowers handle approximately <br />1,300 tons of snow removal per hour under normal use, the <br />Yakima blower would handle about 1,250 tons per hour <br />which is in the same class of our current equipment. It is <br />anticipated that the 2006 unit will need to be replaced in the <br />next equipment purchase cycle and is estimated to sell for <br />approximately $30,000 to $60,000. New blowers are <br />estimated to cost $160,000 to $200,000 and typically come <br />with a two year warranty. <br />The warranty has expired on the blower from the City of <br />Yakima but with no use to date it is expected to be in good <br />working condition. Public Works would like to proceed <br />with attempting to negotiate a purchase price for the blower <br />from the City. The initial estimated purchase price is <br />expected to be between $70,000 and $90,000. <br />If authorized to proceed and a purchase price is negotiated <br />that is deemed reasonable by Public Works a proposal for <br />purchase would then be brought forth to the BOCC for <br />approval to purchase out of cycle. <br />
