Rather than dedicating an arbitrary amount of land supporting natural river function, staff
is advocating a different approach. Staff proposes conducting an avulsion flood flow
analysis defining probable river flow path(s). Once the path(s) are identified, we suggest
placing a. 300 foot buffer from the centerline of the flow path supporting re-establishment
of vegetative growth complementing the river's path.
The letter also eliminates hard performance requirements on the part of the County
allowing actions by others in the absence of County funding. We are in agreement with
YBIP HS on restricting portions of the acquired lands for habitat restoration consistent
with our desire reserving lands for future use by Twin City Foods should the need arise.
FISCAL RVIPACTS:
$1,200,000 is being invested towards acquisition by YBIP HS_
Trust for Public Land is suggesting that they are in position to complete the acquisition
allowing the County sufficient time to generate remaining funds needed to place
ownership with the County,
ATTACHMENT'S:
Exhibit 1: Draft letter to YBIP HS
Exhibit 2: YBIP 2017-2019 Funded Projects
Page 2 of 4
PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT
