Rather than dedicating an arbitrary amount of land supporting natural river function, staff <br />is advocating a different approach. Staff proposes conducting an avulsion flood flow <br />analysis defining probable river flow path(s). Once the path(s) are identified, we suggest <br />placing a. 300 foot buffer from the centerline of the flow path supporting re-establishment <br />of vegetative growth complementing the river's path. <br />The letter also eliminates hard performance requirements on the part of the County <br />allowing actions by others in the absence of County funding.
