KI'l'TTTAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: March 12, 2018 <br />ACTION REQUESTED: Approve Resolution Authorizing the Placement of an <br />Informational Kiosk at the end of Cove Road on County <br />Right of Way for the Manastash Ridge Trails <br />BACKGROUND: The Manastash Ride Trails Planning Coalition has held <br />discussions for improvements and management strategies <br />for the Manastash Ridge recreation area accessed off of the <br />end of Cove Road since the summer of 2017. <br />One main topic of discussion has been the lack of <br />opportunity to notice information to recreationalists near <br />the area that is typically used as parking to access the trail <br />system. <br />Public Works has worked with the Planning Coalition to <br />craft a solution that does not impede our ability to maintain <br />snow removal and routine maintenance operations, hinder <br />existing utilities, and that meets clear zone safety <br />requirements to protect the traveling public. <br />The current proposal that has been brought to the County <br />Engineer for review appears to satisfy the needs of both <br />Public Works and the Planning Coalition. The Kiosk as <br />shown in the attachments is located such that it is outside of <br />the design clear zone of errant vehicles, utilizes crash <br />worthy posts, accommodates maintenance operations and <br />fits the needs of the Planning Coalition and Recreationalists <br />alike. The Planning Coalition has took on the task of <br />communicating with the existing utility company located in <br />this vicinity and worked an agreement to convert the above <br />ground phone pedestal to a flush mounted vault. <br />Kittitas County Code 12.50 prohibits commercial signs <br />within County Right of Way. Public Works seeks BOCC <br />approval to allow for the installation of the Kiosk as it is <br />not believed to be of commercial use and supports <br />recreational opportunities. <br />INTERACTION: Public Works <br />RECOMMENDATION: Approve Resolution Authorizing the PIacement of an <br />Informational Kiosk at the end of Cove Road on County <br />Right of Way for the Manastash Ridge Trails <br />
