WA.US <br />Office (509) 962-7506 <br />"Building Partnerships — Building Communities" Fax (509) 962-7682 <br />Kf1TrrAS COUNTY <br />CDS STUDY SESSION MINUTES <br />February 26, 2018 —1:30 PM <br />THOSE PRESENT: Paul Jewell, Obie O'Brien (BOCC) Dan Carlson, Stephanie Mifflin, Lindsey Ozbolt <br />Calvana Carper (CDS) Mark Cook, Candie Leader (PW), Clay Myers (Sheriff), <br />GUESTS PRESENT: Joe Seemiller, John Sinclair (KVFR), Anna Lael (KCCD), Daily Record Reporter <br />Voluntary Stewardship Prozram WSP) Status Update: <br />Ms. Lael shared that the watershed group gave approval to submit the work -plan to State Conservation Commission on <br />March 1, 2018. There will be a 2 week public comment period. Following that period, they will then present their work plan <br />to the State Technical Panel. Final presentation will be April 27, 2018, Implementation to begin immediately upon approval. <br />To view drafts and comment matrixes, www.KCCD.net <br />Board Direction: None. <br />Discussion Rej?ardin_g Use of Intumescent Finishes: <br />Mr. Carlson, CDS Director, stated that there have been requests from various Fire Districts urging the County to not allow <br />field applied intumescent finishes as alternative means for non-combustible building materials as a requirement from WUI <br />Code. He stated the current practice was result of past Fire Marshal interruption of the WUI Code. Mr. Flory, Building <br />Official, explained that the WUI stated that fire retardant treated wood shall be label for exterior use and meet requirement in <br />section 23.032 of the International Building Code. The current building code states that fire retardant treated wood is any <br />wood product which is impregnated with chemicals via pressured process or other means during manufacturing. The <br />building code doesn't discuss field applied intumescent paints, stains, or additivities, to help meet non-combustible status or <br />ignition resistant status. The building code further states that this practice would require additional inspections under chapter <br />17. Mr. Flory shared that the conditions of these special inspections would be difficult to inspect and meet standards set forth <br />in the code. Field applied intumescent finishes have the longevity of 2-5 years based on the manufacturer and based on the <br />conditions. The reapplication process is the critical piece that can't be verified at this point. <br />Mr. Sinclair stated he recommends that the county move swiftly and not allow this practice to be used moving forward. Mr. <br />Seemiller stated that he suspected that someone in the past saw the intumescent finishes as an equivalency to fire resistant <br />materials, which is not the case. <br />Board Direction: Call a meeting with the Central Washington Homebuilders Association to discuss how this practice will <br />impact the community moving forward. <br />Discussion Re,ardin, Wildland Urban Interface Map: <br />Mr. Carlson recommended that the county take a look at the map and take into account some of the risk factors like <br />vegetation, irrigation, and population density.
