Cook <br />RECOMMENDATION: <br />Direct that staff prepare revised bylaws for the Road Variance Committee and return for <br />Board of County Commission review. <br />BRIEFING SUMMARY: <br />• Recent code changes add review of all variance requests by the fire districts <br />• The committee continues being dysfunctional with a lack of participation by <br />committee members <br />• Last year's consolidation of the Fire Marshall's office to Community Development <br />gives the department two votes on the current committee <br />• Public Works proposes addressing these and other issues with revised committee <br />bylaws <br />BACKGROUND: <br />Recently, Chapter 12.01.130 of County Code was amended requiring the review of variance <br />proposals by County Fire Districts. The committee continues suffering from a lack of <br />committee member consistent participation. Last year's decision moving the Fire Marshall's <br />Office to Community Development now gives the department two votes on the Road <br />Variance Committee. <br />DISCUSSION: <br />Numerous issues surrounding the Road Variance Committee have convinced Public Works <br />(PW) management that it is time to revisit the bylaws of the committee. It seems reasonable <br />to allow membership of a fire district representative and to adjust Community Development's <br />voting ability back to a single vote. We also desire revisiting the public involvement section <br />— perhaps expanding membership as a way of dealing with chronic non-attendance. Removal <br />for non-attendance is also of interest.
