KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 8, 2018 <br />TOPIC: Currier Creek FEMA Floodplain Mapping Update <br />ACTION REQUESTED: No Action Required <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />No action required by the BOCC at this time. <br />BREIFING SUMMARY: <br />• Innovative re -mapping of Currier Creek floodplain and floodway has been <br />approved by FEMA <br />• Currently in the notice period <br />• Public meeting is planned <br />• Coordination with County Assessor's Office <br />• Future remapping efforts (Whiskey and Mercer Creeks) <br />BACKGROUND: <br />For the past several years, staff has been working with a consultant (Watershed Science <br />and Engineering) developing a new floodplain map for Currier Creek (EXHIBIT 1). The <br />BOCC was last briefed on project progress in March of 2017. <br />In mid-November 2017, we received final acceptance of our modeling results from <br />FEMA (EXHIBIT 2). We have obtained concurrence from the City of Ellensburg <br />(EXHIBIT 3) on acceptance ofthe revised mapping. Notice was published in the daily <br />record on 12-28-2017 and again on 01-04-2018 (EXfIIBIT 4). <br />DISCUSSION: <br />Public Works has completed the required noticing of remapping from FEMA. We are <br />now moving forward in the Letter Of Map Revision (LOMB) process. Staff desires <br />setting a public meeting and conducting an open house sharing our results with impacted <br />county and city residents. During the meeting, we advise residents on the LOMR process <br />and offer technical assistance to those desiring support from Flood Control Zone District <br />(FCZD) staff.
