KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: January 8, 2018 <br />TOPIC: Upper County Heavy Truck Corridor Update <br />ACTION REQUESTED: Direct Staff Prepare Enabling Legislation Establishing a <br />Limited Truck Traffic Corridor in Upper Kittitas <br />County <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct staff prepare enabling legislation establishing a limited truck traffic corridor in <br />Upper Kittitas County restricting truck classes nine (9) and above from local roadways. <br />BREIFING SUMMARY: <br />• Board of County Commissioners (BOCC) requested staff research the length of <br />time a local roadway could be restricted to certain classes of vehicles (December <br />11, 2017 study session) <br />• Staff believes the BOCC can restrict (unlimited years) by taking specific steps in <br />the enabling legislation. <br />BACKGROUND: <br />During multiple briefing in 2017, staff engaged the BOCC on issues in Upper County <br />resulting from Interstate 90 road closures and/or slowdowns. The BOCC has expressed <br />interest in restricting certain heavy trucks (class nine and above) from the local roadways <br />during spring and summer of every year. Staff has presented the BOCC RCW 36.75.270 <br />(attached as EXHIBIT 1) and remains convinced this is the appropriate legal authority for <br />weight restrictions on local roadways. During a briefing on December 11, 2017, the <br />BOCC requested staff research the issue of closure duration supporting in state statute. <br />DISCUSSION: <br />Staffs research affirms the use of RC W 36.75.270 as the appropriate legal tool <br />supporting the desired weight restriction. Staff believes the BOCC can restrict heavy <br />truck traffic for multiple years meeting "a definite period of time" by stating in the <br />enabling resolution that the restriction is in place "annually from May 1St of every year to <br />September 30th of every year".
