BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION NO. 2017- <br />A RESOLUTION RECOMMENDING THAT KITTITAS COUNTY VALUES REGARDING <br />PLACEMENT OF SOLAR FACILITIES BE CONSIDERED DURING EFSEC REVIEW OF <br />TUSSO ENERGY, LLC COLUMBIA SOLAR PHOTOVOLTAIC PROJECT <br />WHEREAS, On January 10, 2017, the Board of County Commissioners unanimously called <br />for an immediate moratorium on all applications for solar projects that qualify as <br />major alternative energy facilities; and <br />WHEREAS, According to RCW 36.70A.390,, a moratorium may be effective for up to one (1) <br />year when a work plan is developed for related studies; and, <br />WHEREAS, A work plan has been developed that calls fora citizen advisory committee to <br />assist in the process of developing standards and/or criteria for siting these <br />projects; and <br />WHEREAS, On August 15, 2017, the Board of Commissioners formed the Solar Facilities <br />Citizen Advisory Committee; and <br />WHEREAS, The Solar Facilities Citizen Advisory Committee has met five times and <br />conducted one community open house for the purposes of gathering information <br />and making recommendations regarding standards and/or criteria for siting of <br />solar facilities that qualify as major alternative energy systems in Kittitas County; <br />WHEREAS, During these meetings, the Solar Facilities Citizen Advisory Committee has <br />agreed on the following values: <br />1. Irrigated agricultural land in Kittitas County is of high priority, and should be <br />protected. <br />2. Commercial solar facilities may be allowed on irrigated agricultural land, but <br />only subject to the highest level of review and scrutiny, and with the <br />requirement for an alternatives analysis that considers whether the proposed <br />use can be reasonably accommodated on lands other that irrigated <br />agriculture land. <br />3. Alternatives do exist in Kittitas County for commercial solar facilities on lands <br />other than irrigated agricultural land. <br />4. Conditions should be required for commercial solar facilities to mitigate <br />impacts on surrounding properties; and <br />
