KITTITAS COUNTY
DEPARTMENT OF PUBLIC WORKS
PUBLIC WORKS—BOARD OF COUNTY COMMISSIONERS
STUDY SESSION STAFF REPORT
STUDY SESSION DANT: December 11, 2017
TOPIC: Truck Restrictions on Nelson Siding Road, Westside Road, Upper Pcoh
Point Road and Thorp Prairie Road
ACTION REQUESTED: Direct Staff Docket a Resolution Limiting Heavy Truck
Traffic on Nelson Siding Road, Westside Road, Upper
Peoh Point Road and Thorp Prairie Road
LEAD STAFF:
Mark R. Cook
9E, C0MMI.3NDATION:
Direct that staff docket a resolution limiting heavy truck traffic on Nelson Siding Road,
Westside Road, Upper Peoh Point Road and Thorp Prairie Road.
BRHIFING SUMMARY:
• Heavy truck traffic avoiding 1-90 is damaging County roads
• RCW 36.75.270 allows the Board of County Commissioners (BOCC) to restrict
truck traffic
• A resolution is required to implement the desired restriction
BACKGROUND:
During summer 2(117, the BOCC and Public Works (PW) received numerous complaints
from county residents regarding heavy truck traffic avoiding Interstate 90. Staff has been
directed by the BOCC to prepare appropriate legislation restricting heavy truck traffic
over Nelson Siding Road, Westside Road, Upper Peoh Point Road and 'Ihorp Prairie
Road.
DISCUSSION:
Staff has prepared a draft resolution (EXHIBIT 1) for BOCC consideration limiting
heavv traffic over Nelson Siding Road, Westside Road, upper Peoh Point Road and
Thorp Prairie Road. The Icgislation seeks to restrict all FHWA trucks classes 9 and
above. This will allow dump trucks and concrete deliveries along with smaller panel
trucks. The larger trucks are particularly troublesome during periods of I-90 closure and
exacerbate traffic congestion. Restricting heavy truck traffic by resolution should allow
GPS services to pick up on the restriction (publish in the paper of record). Publishing the
restriction and signing the route cavies a penalty of misdemeanor for all violators.
PUBLIC WORKS BOARD 01 C'.MNI Y COMMISSIONERS WORK SESSIONS PAPP RI:PORI
