KITTITAS COUNTY <br />DEPARTMENT OP PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE:: December 11, 2017 <br />TOPIC: County Wildfire Protection Plan Update with Kittitas County <br />Conservation District <br />AC'T'ION REQUESTED: Direct Staff Bring Enabling Documents for Board Action <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Direct that staff prepare enabling legislation supporting an interlocal agreement with the <br />Kittitas County Conservation District for preparing an update to the County Wildfire <br />Protection Plan. <br />BRF,IFING SUMMARY: <br />• Kittitas County Conservation District (KCCD) has led previous efforts developing <br />the County Wildfire Protection Plan (CWPP). <br />• Public Works (PW) is funded for updating the County's Hazard Mitigation Plan <br />(limp). <br />• The cost for updating the CWPP is 520,000. <br />BACKGROUND: <br />At the request of the Board of County Commissions, KCCD assisted with completion of <br />the CWPP in 2009. It was supported and adopted by the BOCC. in Resolution No. 2009- <br />1$. PW is funded (S91,125) through a FEMA grant to update the County's IIMP in 2018. <br />Recently, PW closed a month long solicitation for professional services from <br />environmental planning firms supporting an HMP update. <br />DISCUSSION,: <br />PW desires having KCCD update and finalize the CWPP for inclusion in the HMP. <br />During recent conversations at meetings ofthe Kittitas Fire Adapted Communities <br />Coalition; all agreed that having KCCD complete the CWPP update effort is desirable. <br />KCCD's efforts will also reduce the amount of consultant work updating the .HMP. <br />FISCAL IMPACTS: <br />The cost of KCCD updating the CWPP is $20,.000.
