KITTITAS COUNTY DEPARTMENT OP PUBLIC WORKS PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS STUDY SESSION STAFF REPORT STUDY SESSION DATE:: December 11, 2017 TOPIC: County Wildfire Protection Plan Update with Kittitas County Conservation District AC'T'ION REQUESTED: Direct Staff Bring Enabling Documents for Board Action LEAD STAFF: Mark R. Cook RECOMMENDATION: Direct that staff prepare enabling legislation supporting an interlocal agreement with the Kittitas County Conservation District for preparing an update to the County Wildfire Protection Plan. BRF,IFING SUMMARY: • Kittitas County Conservation District (KCCD) has led previous efforts developing the County Wildfire Protection Plan (CWPP). • Public Works (PW) is funded for updating the County's Hazard Mitigation Plan (limp). • The cost for updating the CWPP is 520,000. BACKGROUND: At the request of the Board of County Commissions, KCCD assisted with completion of the CWPP in 2009. It was supported and adopted by the BOCC. in Resolution No. 2009- 1$. PW is funded (S91,125) through a FEMA grant to update the County's IIMP in 2018. Recently, PW closed a month long solicitation for professional services from environmental planning firms supporting an HMP update. DISCUSSION,: PW desires having KCCD update and finalize the CWPP for inclusion in the HMP. During recent conversations at meetings ofthe Kittitas Fire Adapted Communities Coalition; all agreed that having KCCD complete the CWPP update effort is desirable. KCCD's efforts will also reduce the amount of consultant work updating the .HMP. FISCAL IMPACTS: The cost of KCCD updating the CWPP is $20,.000.
