KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: October 9, 2017 <br />TOPIC: Bowers Field Main Hangar and "T" Hangar Proposed Sale <br />ACTION REQUESTED: Direct Staff Define the Sale Process and Consult with the <br />Airport Advisory Board <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Define the sales process, consult with the Airport Advisory Board and prepare a <br />recommendation for the Board returning on 10-23-2017 for Board direction. <br />BREIFING SUMMARY: <br />• Define the sales process for decision makers and potential purchasers <br />• Brief the Airport Advisory Board <br />• Return on the 23d with a recommendation and action plan <br />BACKGROUND: <br />Recently, staff was approached by a potential purchaser for two County owned. facilities <br />at Bowers Field: our "T" hangars and the main hangar. Staff has been working <br />intensively the past week providing decision making data to a potential purchaser. <br />Recently, staff obtained a structural evaluation of the "T" hangars and now better <br />understands the structural integrity of the building. It appears that the structure can <br />support retrofit of hangar doors. <br />The main hangar facility was reconstructed following its collapse resulting from the 1996 <br />winter storm event. It appears that FEMA provided reconstruction funding. Staff is <br />currently in the process of understanding any obligations remaining from FEMA funding. <br />DISCUSSION: <br />Typically, staff would engage an appraiser to define the fair market value of the hangars. <br />Airports are all unique and any attempt identifying comparable valuations is expected to <br />be difficult. Staff anticipates a sealed bid process resulting from an advertised sale <br />process.
