COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS' AUDITORIUM <br />SPECIAL MEETING <br />WEDNESDAY 9:00 AM NOVEMBER 23, 2016 <br />Board members present: Obie O’Brien, Chairman; Paul Jewell, <br />Vice-Chairman; Laura Osiadacz, Commissioner <br /> <br />Others: Todd Davis, Noxious Weed Program Coordinator; Mickey <br />Webb, Event Center Director, Fair Board Directors; Heather <br />Harrell, CL Clarke, Jesse Blackwood, Patti Johnson, Solid <br />Waste/Maintenance Director and Judy Pless, Budget & Finance <br />Manager <br />SPECIAL MEETING COMMISSIONERS <br />Noxious Weed <br />Todd Davis presented the 2017 preliminary departmental budget. <br />Includes wage increase, total budget increased $38,000 using <br />$20,000 fund balance. <br />Event Center <br />Mickey Webb presented the 2017 preliminary departmental budget. <br />Review mobile home review/expenses, ALC new division. Review of <br />code division for self-promoted programs, mobile home park <br />consultants. Board stated get roof repair now for buckaroo <br />chutes. Frontier village – reserve fund balance – budget <br />expenditures/revenues must match. Fees increased for 2017, <br />budget needs to reflect fees. Mickey reviewed Monster Truck <br />event breakout. The way sponsorships are done changed this <br />year. 2017 is the last year for carnival contract. Discussion <br />regarding new rodeo contract. Review NOVAtime setup for January <br />1, 2017. Discussion regarding by-laws for fair board, and POP <br />tickets. Solid waste could purchase recycle picnic tables with <br />DOE grant. Additional Fair Board requests: 30 $16,000 <br />livestock pens, $16,000 bleachers. <br />Facilities Maintenance <br />Patti Johnson presented the 2017 preliminary departmental <br />budget. Maintenance would like to hire a person to train with <br />Terry Powers. Patti will look into the Amerisco – refund on
