KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: November 13, 2017 <br />TOPIC: Bowers Field ACIP Environmental SOQ Request to Advertise <br />ACTION REQUESTED: Authorize Advertising <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />Authorize staff advertise for professional services supporting environmental services at <br />Bowers Field. <br />BREIFING SUMMARY: <br />• Environmental support services are required supporting the 2017-2022 airport <br />capital facility plan <br />• FAA requires a Statement of Qualifications (SOQ) process selecting a preferred <br />consultant <br />• A consultant must be under contract by February 2018 supporting FAA's funding <br />program <br />BACKGROUND: <br />During a recent visit With FAA, staff learned of the need to advertise for environmental <br />services supporting the 20107 — 2022 airport capital facility plan. Our current airport <br />consultant (Century West) must compete in an open solicitation issued by the County. <br />Staff has completed a SOQ for advertising and provided it to FAA for comment. The <br />SOQ exceeds FAA requirements and is ready to advertise. <br />DISCUSSION: <br />Staff proposes advertising for one month beginning on November 15`h, 2017. Proposals <br />are due December 15`h, 2017. Selection is slated for early January 2018. This timeline <br />meets the requirements defined by FAA. The first likely environmental action will be the <br />breaking of pavement associated with the intersecting runway area associated with 7/25 <br />and 11/29. This action is presumed to be a Categorical Exemption. All other <br />construction activities on the airport are presumed to entail an Environmental <br />Assessment. <br />FISCAL IMPACTS: <br />FAA will likely significantly underwrite the cost of all environmental services associated <br />with implementation of the ACIP. <br />Page l of 3 <br />PUBLIC WORKS BOARD OF COUNTY COMMISSIONERS WORK SESSION STAFF REPORT <br />
