AKittitas County Public Health IWO Department To Protect and Promote the Health and the Environment of the People of Kittitas County KITTITAS COUNTY BOARD OF HEALTH (BOH) Joint BOHBOCC Special Meeting Meeting Minutes October 19, 2017 Commissioners' Auditorium 10:00 a.m. Present Board_ of Health (BOH): Obie O'Brien, Laura Osiadacz, John Asriel, M.D. Absent: Rich Elliott, Paul Jewell Board of Health Advisory Committee (BOHAC): None Public Health: Candi Blackford, Kaitlyn Reddick, Robin Read, Erin Moore Laura Osiadacz called the meeting to order at 10:02 a.m. Robin Read stepped to the microphone and reviewed the staff report. Ms. Read stated that the action being requested was that the Board of County Commissioners and the Board of Health approve the proposed changes to the Kittitas County Code Chapter 13.75, and make the changes effective immediately. Ms. Read informed the board that the Health Department conducts enforcement actions for health orders issued by the Health Officer related to environmental health. Some health orders are simple and straight forward and complied with immediately. Other health orders are more complex and require many staff hours to enforce. For example, in 2016, enforcement of a septic related health order resulted in over $9,000.00 of staff expenses that were not recoverable under the current code. After that health order, staff was instructed to work with the legal department to propose changes to the Kittitas County Code that would allow the assessment of health order enforcement costs to the responsible party. Ms. Read discussed the proposed changes to the Kittitas County Code Chapter 13.75 as outlined in the memo from Kittitas County Deputy Prosecuting Attorney, Stephanie Hartung. The group discussed any limits on charges (if any) and that it was a motivating factor to get those who are out of compliance to comply.
