Cook RECOMMENDATION: No action is required by the Board of County Commissioners, BREIFING SUMMARY: • HLA Engineering and Surveying has submitted a scope of work addressing runway 7/25 concerns. • A special meeting of the Airport Advisory Board is scheduled for 09-15-2017 at 10 AM. • Providing the Airport Board approves the use of HLA and their suggested scope of work, staff will prepare a standard PW professional services contract for Board approval. BACKGROUND: Several weeks ago, the Board of County Commissioners (BoCC) directed staff obtain a second opinion regarding future use of Bowers Field runway 7/25. Following the declaration of emergency for runway 7/25 (Resolution 2017-140), staff contacted HLA Engineering and Surveying requesting they respond to a suggested staff scope of work. HLA staff met with Public Works (PW) staff and visited runway 7/25. Several days ago, staff received HLA's suggested scope of work and contract (EXHIBIT 1). DISCUSSION: PW staff has scheduled a special meeting of the Airport Advisory Board for September 15, 2017. The purpose of the meeting is to accept the qualifications of HLA and discuss the proposed scope of work. Once accepted, PW will prepare a standard Kittitas County professional services contract (saving legal review time) for HLA signature. The proposed scope of work from HLA is anticipated to take approximately one month to complete. Negotiations with Central Washington University are set to begin September 15, 2017 regarding funding options for re-establishing runway 7/25.
