Cook <br />RECOMMENDATION: <br />No action is required by the Board of County Commissioners, <br />BREIFING SUMMARY: <br />• HLA Engineering and Surveying has submitted a scope of work addressing <br />runway 7/25 concerns. <br />• A special meeting of the Airport Advisory Board is scheduled for 09-15-2017 at <br />10 AM. <br />• Providing the Airport Board approves the use of HLA and their suggested scope <br />of work, staff will prepare a standard PW professional services contract for Board <br />approval. <br />BACKGROUND: <br />Several weeks ago, the Board of County Commissioners (BoCC) directed staff obtain a <br />second opinion regarding future use of Bowers Field runway 7/25. Following the <br />declaration of emergency for runway 7/25 (Resolution 2017-140), staff contacted HLA <br />Engineering and Surveying requesting they respond to a suggested staff scope of work. <br />HLA staff met with Public Works (PW) staff and visited runway 7/25. Several days ago, <br />staff received HLA's suggested scope of work and contract (EXHIBIT 1). <br />DISCUSSION: <br />PW staff has scheduled a special meeting of the Airport Advisory Board for September <br />15, 2017. The purpose of the meeting is to accept the qualifications of HLA and discuss <br />the proposed scope of work. Once accepted, PW will prepare a standard Kittitas County <br />professional services contract (saving legal review time) for HLA signature. <br />The proposed scope of work from HLA is anticipated to take approximately one month to <br />complete.
