Dept. of Public Works <br />Page 2 <br />data and designed a proposed drainage improvement plan to elevate the problem. However, <br />immediately downstream there is a private culvert that is restricting flows causing the flow to <br />braid and flood out. On several occasions staff has attempted to contact the owner of the private <br />culvert to have it removed or replaced but there's unwillingness due to it being used for field <br />access. Staff has communicated with the resident and the Old Cedars Road neighborhood that <br />Public Works would not be removing that culvert. Discussion was held. <br />Board Direction: <br />No Direction. <br />AIRPORT RUNWAY 7/25 UPDATE: <br />Mark stated that several weeks ago, there was a conversation had regarding soliciting a second <br />opinion regarding the condition of 7/25 after the action taken of closing the secondary runway. <br />Mark has received the opinion of our consultant, CenturyWest and it has been reviewed. After <br />conducting research, Mark commented that he has contacted HLA Engineering and Land <br />Surveying, Inc. (HLA) requesting they respond to a suggested scope of work. HLA is the <br />current consultant for the Yakima Airport and just completed a project there. HLA staff, along <br />with Mark, had a site visit to 7/25 and staff has received the suggested scope of work and <br />contract. Mark continued that a special meeting with the Airport Advisory Committee has been <br />scheduled for a presentation by HLA. Mark added that staff has completed an entire survey of <br />7/25 and there is now a base map of both runways. This information was sent to our consultant, <br />CenturyWest for a cost estimate of a preliminary design. Discussion was held. <br />Board Direction: <br />No Direction. <br />OTHER BUSINESS. <br />FLOOD CONTROL ZONE DISTRICT OUTREACH: <br />Mark stated that staff has received three applicants so far for the Flood Control Zone District <br />advisory committee. He is suggesting sending out a mailer to residents similar to what was used <br />by Solid Waste for their recent project. At this point, Mark feels that this would be a great way <br />to reach the community.
