10/18/2017 MINUTES 1
COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS AUDITORIUM
SPECIAL MEETING

WEDNESDAY 11:00 A.M. OCTOBER 18, 2017

Board members present: Chairman Paul Jewell; Vice-Chairman Laura
Osiadacz, and Commissioner Obie O’Brien.

Others: Lisa Young, Human Resources Director; Greg Zempel,
Prosecuting Attorney; Gene Dana, Sheriff; Brett Wachsmith,
Treasurer; Dana Glenn, Appraiser; Christopher Horner, Deputy
Prosecutor; Val Barschaw, Clerk; Jerry Pettit, Auditor; Paula Hiatt,
Legal Process Assistant; Debbie Myers, Board Clerk; and Julie
Forinash and Keith Robertson with Alliant Employee Benefits.

SPECIAL MEETING 2018 BENEFITS DISCUSSION COMMISSIONERS

At 11:02 a.m. Chairman Jewell opened a Special Meeting to discuss
the 2018 Benefits.

Keith Robertson with Alliant Employee Benefits reviewed the employee
benefits analysis they provided and commented on the rising medical
costs to employees. He said their advice to employee groups of
seventy five or more is that they get data for information on what
their options are, to receive the best possible outcome. He said
when you don’t have data, you are powerless in the insurance market.

There was discussion on the different plans and amounts; percentage
increases for next year; the possibility of the County increasing
its contribution in the future; comparisons with the City of
Ellensburg’s benefit plan; single vs. family plans; deductibles and
co-pays.

Chairman Jewell asked about the Benefits Committee’s recommendation.
Lisa Young, Human Resources Director said the committee went with
option two, which was the Alliant Insurance Services.

Vice-Chairman Osiadacz said she had to leave the meeting but wanted
the Board to know she is in favor of moving to option two as the
Benefits Committee recommended.

Commissioner O’Brien said he gets nervous going with the unexplored
and he is tending toward status quo.

Chairman Jewell said he is joining Commissioner Osiadacz on option
two. Chairman Jewell asked Staff to have the minutes reflect two
Commissioners in favor of going direct and choosing option two, and
one Commissioner chooses to stay with WCIF.
