Cook <br />RECOMMENDATION: <br />Informational briefing — no Board of County Commission (BoCC) action is required. <br />BREIFING SUMMARY: <br />• Latest road standard revision was minimal in nature (2015) <br />Significant reorganization and restructure is desired by Public Works <br />• The County Engineer and Public Works Director have been working for several <br />months compiling issues of concern regarding the current standards <br />• Recently, the County Engineer signed a task order with KPG moving the desired <br />revision to a draft proposal <br />• Once staff is satisfied with the effort, public outreach will be conducted in 2018 <br />prior to the County's annual comprehensive plan amendment cycle (June 2018) <br />BACKGROUND: <br />The Road Standards were last revised in 2015. Minor changes were made to the 2005 <br />standards. Significantly, the number of lots served on a private dead end road was <br />reduced from 40 to 30 to be consistent with state fire code. The standards continue to be <br />problematic for folks attempting to use them without guidance from staff. The current <br />standards lack cross-section detail for road construction and do not provide process flow <br />charts for common land use applications involving road construction. <br />In early 2017, Public Works (PW) selected KPG as a second tier civil engineer <br />consultant. A recently opened Wenatchee office now provides local support at <br />significant savings. Taking advantage of the opportunity, we are now scoped to <br />significantly revise the road standards during the remaining months of 2017 (see attached <br />preliminary scope of work). <br />DISCUSSION: <br />PW is seeking to produce a set of road standards that is user friendly. Process flow charts <br />and electronic linkage to various county land use code is anticipated to be well received <br />by users.
