Cook <br />REO ATION: <br />None provided — informational only. <br />BREWING SUMMARY: <br />• Wiehl Road RID is ready for submittal to the Board of County Commissioners <br />• 54 lots of the total 66 lot benefit area have signed RID petitions <br />• Nine (9) lots (4) owners on Upper Wiehl and (3) lots (2) owners on lower Weihl <br />have not returned a signed petition (only one on lower Weihl is a registered voter <br />in Kittitas County) <br />Without a late comers agreement, Public Works will advocate for refusing <br />building permits to the twelve (12) Upper and Lower Wiehl lots and their <br />respective owners <br />BACKGROUND: <br />For the past year, staff has worked with residents accessing residential properties via un- <br />opened County right of way at Wichl Road. Several properties continue receiving <br />"temporary" occupancy permits - owing to unresolved access issues. A proposed Road <br />Improvement District (RID) seeks to remedy all outstanding access issues that remain. <br />Once the district is formed, Public Works (PW) proposes removing all holds on building <br />permits as improvement construction will likely occur during the 2018 construction <br />season. <br />DISCUSSION: <br />Ninety-two percent (92%) of all upper and lower Wiehl Road residents have signed in <br />favor of the RID. It is likely that the nine lots at Upper Wiehl will decline participating <br />in the absence of the Board forcing them to participate. 112 owners are registered to vote <br />in some other County. All 12 lots are expected to continue accessing their property via <br />lower Wiehl Road.
