KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC 'CORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMSSIONERS <br />STUDY SESSION STAFF REPORT <br />STUDY SESSION DATE: July 109 2017 <br />TOPIC: Carroll Road Traffic <br />ACTION REQUESTED: Direct Staff Collect Petitions Lowering Speed Limits on <br />Portions of Badger Pocket Road and on Carroll Road <br />LEAD STAFF: <br />Mark R. Cook <br />RECOMMENDATION: <br />« Prepare reduced speed petition requests for portions of Badger Pocket Road and <br />for portions of Carroll Road. <br />BREIFING SUMMARY: <br />• Gravel mine traffic is increasing along Carroll Road and Badger Pocket Road <br />• Excessive speeds and the use of compression (exhaust) brakes are creating a <br />nuisance for area residents <br />• Agricultural producers accessing Carroll Road are expressing concerns for their <br />safety while transporting farm equipment <br />• Gravel producers are beginning work early (4 AM) and continue working on <br />Sundays providing no relief for area residents <br />• Reducing speeds on a portion of Badger Pocket Road is expected to minimize <br />exhaust braking <br />• Reducing speed on a portion of Carroll Road is expected to push exhaust braking <br />further from existing residential uses near the intersection of Carroll and Badger <br />Pocket Road <br />BACKGROUND: <br />For the past several months, Public Works (PW) has received truck traffic data from area <br />residents. PW has also seen letters written by area residents testifying against a mine <br />expansion permit in the area. Early start times, inconsiderate use of compression braking <br />and speeding are actions being experienced by all residents in the area. In the absence of <br />speed control, drivers are accelerating along Badger Pocket Road (past the ninety degree <br />curve at WESCO) and then applying exhaust brakes near the intersection of Carroll Road. <br />On the Carroll Road side, drivers are exceeding the advisory speed (35 MPH) near <br />Murray Road and applying exhaust brakes as they approach the intersection with Badger <br />Pocket Road (MP 0.7).
