PETITION TO CREATE A KITIITAS COUNTY ROAD <br />IMPROVEMENT DISTRICT PURSUANT TO THE PROCEDURES OF RCW 36.88.050 <br />Tentatively Designated as the <br />VMM ROAD IldPROVEMENT DISTRICT <br />Pursuant to the procedures as spelled out in Chapter 36.88.050 RCW following signatories request that the <br />Kittitas County Commission establish a County Road Improvememt District known tentatively as the Wiehl <br />Road Improvement District, road district number to be assigned upon final establishment. <br />The proposed mad district is located in Township 20 North, Range 16 East, Section 26 of Kittitas County <br />specifically for improvements associated with Wiehl Road located in or adjacent to the numerous Short Plats off <br />of public road Red Bridge. The road district boundaries would be composed of 66 individual recorded lots or <br />parcels as shown on the attached district boundaries map (F=BTT 1). <br />The intent of the District is to prepare and asphalt pave approximately 1,300 lineal feet of gravel private road <br />with the application of three tenths (0.3) of one foot of asphalt pavement with associated roadway <br />improvements, and to provide for an improved paved turn -around at Loping Lane (E MIT 2) attached. The <br />County would provide annual snowplowing up to the turnaround. A preliminary cost estimate provided by the <br />Kittitas County Public Works Department for the preparation and improvenxent construction is $450,000. As <br />proposed the cost would be proportioned on an equal share basis between each of the 66 lots/parcels with a <br />district payback period of ten (10) years. Esq annual property tax assessment, including interest for the <br />ten (10) year period, is estimated at approximately $776 per lot per year. <br />Petition signatures represent, according to the records of the County Auditor, an aggregate amount of the <br />majority of the lot owners upon the improvement to be made and of the area within the limits of the assessment <br />district to be created. It is understood that property owners may add or withdraw their flames from the petition <br />at any time prior to 5:00pm of the day before official County Commission hearing and that any effected <br />property owner will receive written notice of the hearing from the County at least fifteen 0 5) clays before the <br />hearing. <br />- <br />a <br />.
