PETITION TO CREATE A KIT [TAS COUNTY ROAD BeROVEMENT DISTRICT PURSUANT TO THE PROCEDURES OF RCW 36.$$.050 Tentatively DesigWed as the WMM ROAD DdMOVEMENT DISTRICT Pursuant to the procedures as spelled out in Chapter 36.88.050 RCW following signatories request that the Kittitas County Commission establish a County Road Improvement District Down tentatively as the Wiehl Road Irainuvemmt District, mad district number to be assigned upon final establishment The proposed road district is located in Township 20 North, Range 16 East, Section 26 of Kitdtas County speewwally for improvements associated with Mehl Road located in or adjacent to the numerous Short Plats off of public road Red Bridge. The road district boundaries would be composed of 66 individual recorded lots or parcels as shown on the attached district boundaries map (EXHIBIT 1). The intmrt of the District is to prepare and asphalt pave approximately 1,300 lineal feet of gravel private road with the application of three tenths (0.3) of one foot of asphalt pavement with associated roadway improvements, and to provide for an improved paved turn -around at Loping Lane (WGHBIT 2) attached. The County would provide amival snowplowing up to the tun round. A preliminary cost estimate provided by the Klttrtas County Public Works DTNtment for the pre OMdon and *wvw hent construction is $450,000. As proposed the cost would be pmportioned on an equal share basis between each of the 66 Ioulparcels with a district payback period often (10) years. Estimated annual property tax amt, including interest for the ten (I Q) year period, is estimated at approximately $776 per lot per year. Petition s*ruftres represent, according to the recm* of the Cmmty Auditor, an aggregate amount of the majority of the lot owners upon the improvement to be made and of the area within the limits of the assessment district to be created. It is understood that property owners may add or withdraw their names from the petition at any time prior to 5:00pm of the day before official County Commission hearing and that any effected propmty owner will receive written notice of the hearing frons the County at least fifteen (15) days before the hearing. 4 .-1 I r_ r.
