PETITION TO CREATE A KITTITAS COUNTY ROAD IlVIPROVEMENT DISTRICT PURSUANT TO THE PROCEDURES OF RCW 36.88.050 Tentatively Designated as the WIEHL ROAD IMPROVEMENT DISTRICT Pursuant to the procedures as spelled out in Chapter 36.88.050 RCW following signatories request that the Kittitas County Commission establish a County Road Improvement District known tentatively as the Wiehl Road Improvement District, road district number to be assigned upon final establishment. The proposed road district is located in Township 20 North, Range 16 East, Section 26 of Kittitas County specifically for improvements associated with Wiehl Road located in or adjacent to the numerous Short Plats off of public road Red Bridge. The road district boundaries would be composed of 66 individual recorded lots or parcels as shown on the attached district boundaries map (E MIT I). The intent of the District is to prepare and asphalt pave approximately 1,300 lineal feet of gravel private road with the application of three tenths (0.3) of one foot of asphalt pavement with associated roadway improvements, and to provide for an improved paved turn -around at Loping Lane (EXHIBIT 2) attached. The County would provide annual snowplowing up to the turnaround. A preliminary cost estimate provided by the Kittitas County Public Works Department for the preparation and improvement construction is $450,000. As proposed the cost would be proportioned on an equal share basis between each of the 66 lots/parcels with a district payback period of ten (10) years. Estimated annual property tax assessment, including interest for the ten (10) year period, is estimated at approximately $'776 per lot per year. Petition signatures represent, according to the records of the County Auditor, an aggregate amount of the majority of the lot owners upon the improvement to be made and of the area within the Iimits of the assessment district to be created. It is understood that property owners may add or withdraw their names from the petition at any time prior to 5:00pm of the day before official County Commission hearing and that any effected property owner will receive written notice of the hearing from the County at least fifteen (15) days before the hearing.
