The board approved a text <br />message archiving system to manage those public records. <br />IT, DPA Hartung, and the IT Committee have reviewed the county’s text messaging policy and request <br />the board adopt the following changes to provide for texting of county business on county‐owned <br />phones that are have text message archiving. <br />13.4.5 Text Messaging <br />You may not conduct county business through text messaging except for transitory <br />communications and/or those with minimal retention value – see Secretary of State’s definition <br />of transitory communication public records. If you text transitory communications, you must <br />delete the text when completed. You will be responsible for contacting your service provider to <br />obtain copies of any records responsive to public records requests.You may use text messaging <br />for county business ONLY on county-owned cell phones that are connected to the county’s text <br />message archiving service. <br />If authorized by your DH/EO, you may use text messaging for communications of minimal <br />retention value on personally-owned cell phones and county-owned cell phones not connected to <br />the county’s text messaging archiving service; however, you must delete the transitory <br />communication text when it is no longer needed, and you will be responsible for contacting your <br />service provider to obtain copies of any records responsive to public records requests. <br />
