8/21/2017 MINUTES 2 <br />Commissioner Osiadacz stated that recently Bruce Coe met with her <br />and expressed his desire to be appointed to the Comprehensive Plan <br />Workgroup. She stated she invited him to the meeting to share with <br />the Board why he is interested and have the Board consider his <br />request. She stated that she spoke with Dan Carlson, CDS Director <br />and he expressed some reservations since the current group has been <br />working together for quite some time. <br /> <br />Bruce Coe, Citizen stated that he doesn’t feel Upper County is being <br />fairly represented in the work that the workgroup is producing. He <br />reviewed areas he felt he could bring an elevated level of expertise <br />to in assisting the workgroup. <br /> <br />Chairman Jewell stated that his concern is if they open it up to <br />just appointing citizens randomly, then it will open up the <br />possibility to do this for others as well. He stated that they are <br />providing plenty of opportunities to provide citizen comments and if <br />there is a resignation from a representative for the Upper County <br />then the Board would consider appointing Mr. Coe at that time. <br /> <br />Mr. Coe also expressed concerns that County Departments are dropping <br />the ball on advertising and feels they have lost documents he has <br />submitted for the record. Chairman Jewell stated that he would <br />direct Staff in CDS to add Mr. Coe to the e-mail list for the Comp <br />Plan Workgroup. <br /> <br />CONTRACT BIENNIUM CONTRACT NO. K1816 AUDITOR <br /> <br />Commissioner O’Brien moved to authorize Chair signature on the 2017- <br />2019 Biennium Contract No. K1816 between the Washington State <br />Conservation Commission and Kittitas County for the Voluntary <br />Stewardship Program Work Plan Development and Implementation from <br />July 1, 2017 – June 30, 2019. Commissioner Osiadacz 2nd. Motion <br />carried 3-0. <br /> <br />AGREEMENT KCCD – VSP AUDITOR <br /> <br />Commissioner O’Brien moved to authorize Board signature on the <br />Intergovernmental Cooperation Agreement between Kittitas County & <br />the Kittitas County Conservation District for continuing <br />implementation of Voluntary Stewardship Program. Commissioner <br />Osiadacz seconded. Motion carried 3-0. <br /> <br />LETTER WCRP – EXCESS LIABILITY INS. AUDITOR <br /> <br />Commissioner O’Brien moved to authorize Chair signature on a letter <br />to Derek Bryan, Executive Director for the Washington Counties Risk <br />Pool regarding Kittitas County’s desire to continue with the <br />optional excess liability insurance for 2018. Commissioner Osiadacz <br />seconded. Motion carried 3-0.
