and the issue died a quiet death. The resulting undesirable flooding in the Naneum <br />watershed and clogging of creek tributaries now brings a new issue for consideration: <br />water supply. While the Flood Control Zone District mission does not include ensuring <br />water to water right holders, some could argue maintenance is a stated objective of the <br />District. Any action to remove streambed materials will likely be seen by the community <br />as the District's obligation. If the Board elects to take action removing streambed <br />materials, it should do so recognizing the current dilemma faced by our WDFW partners. <br />While we have the skill and ability to minimally adversely impact stream channels, <br />unpermitted water right holders are expected to have less skill and may be less sensitive <br />to habitat issues. Imbedding our Planner III with maintenance forces could provide a <br />level of confidence to WDFW that the dredging operation will be properly managed. <br />Should the Board elect to proceed with maintenance activities, it would be unwise to do <br />so if WDFW would likely seek future mitigations as a result of our cooperation. The cost <br />of three days of streambed dredging will likely approach $15,000. Adding mitigation <br />costs to this total is not acceptable to the District. <br />Deliberate actions should be made setting expectations of future actions taken by the <br />County at the split. An effort gathering local water right holders is encouraged. Our <br />partners should join District staff setting expectations for future maintenance operations. <br />We should clearly state that we take any action responding to this season's extraordinary <br />flooding event in the upper Naneum watershed.. <br />A consequence of electing to remove streambed debris from the split results in <br />approximately six miles of Vantage Highway that will not get chip sealed this year. Chip <br />seal operations are slated to begin 07-05-2017.
