2.2 University's Obligations. <br />(a) Fadlitim In support ofthe Flight Training Program, CWU will provide its Aviation Training <br />Center facifity at Bowers Field for use by 117T personnel and by faculty, s4A and students of CWU's Department of <br />Aviation. Such i>iility use will include The use of CWU computers, Internet access, telephones, utilities, and office <br />supplies, provided that such use shall be strictly limited for purposes directly and exclusively in support of the CWU <br />Flight Training Program. <br />(b) Dispatching. CWU will pwfa m all required flight dispatching fimetians utilizing CWU <br />persomtel, equipment, and supplies. It is understood that CWU, to the extent feasible, may =play CWiI aviation <br />students to assist with dispatching functions. <br />(c) Ground Coarsen. Unless otherwin agreed, CWU will conduct all ground school courses meeting <br />the academ o completion requirements of the Professional Pilot degree. CWU will perform a quarterly review of <br />both the ground -and flight school curriculum to ensure compatibility and to minimize redundant ground school <br />instruction. <br />11L PROGRAM OPERATING PROCEDURES <br />3.1 base of Operation. Unless otherwise arranged, all 1FT aircraft supporting the Flight Training <br />Program will be based at Bowers Field. All flight operation and instruction for a specific phase ofhainiug shall <br />commence and terminate at Bowers Field, unless otherwise authorized by CWU. Overnight training flights must be <br />approved in advance by MFT's Assistant Chief Flight Instructor and by CWU's Assistant Chief Ground instructor. <br />3.2 Hours of Operation. Weather conditions permitting, the Flight Training Program sball operate <br />not less then a normal eight-hour workday for a minimum of six days a week, excluding holidays. It is LFT's <br />responsibility to ensure that aircraft are operational in cold weather conditions. <br />3.3 Operating Procedures. EFT will develop and maintain Standard Operating Procedures (SOP) for <br />conducting the CWU Flight Training Program. The SOP will be based on guidance provided by applicable Federal <br />Aviation Regulations (FAR) under Title 14 CM FAA Advisory Circulars (ACs and the FAA. Aerouautieal <br />Information Manual (AIM). The SOP grid any subsequent revisions, all of which shall be incorporated herein by <br />reference, must be approved both by EFT and by CWU. The SOP manual, and any revisions, will be provided to all <br />CWU students participating in the Fli& Training Program. <br />3.4 Safety Proeedares. CWU and IIT will collaborate in developing and maintaining a Safety <br />Management Syst= (SMS) specific to the CWU Flight Training Program which shall be incorporated herein by <br />reference and which shall at a minimum comply with applicable federal safety regulations and directives_ The SMS <br />will Incorporate incident reporting and respose procedures, an emergency response plan, and a procedure for the <br />anonymous reporting of potential salty violations or concerns. An "incident" for purposes of this Agreement shall <br />be as defined by the FAA, but shall also include any deviation from the approved SMS. <br />3.5 Student Records Management. <br />(a) lFT will maintain and provide access to a 'Talon Systenns "ETA" data management software <br />program which IFT will use for tracking and reporting the progress of student training. <br />(b) 117T will maintain student progress records for each student recording at least the foilowing <br />Information: (i) scheduled weekly training sessions, (ii) scheduled sessions that were cancelled, "bumped," or <br />rescheduled by IFT or by the student, (iii) brief narrative of each night, including the lesson number and whether the <br />lesson was completed or the reason it was not completed; (iv) a written evaluation at each flight stage check <br />recording the student's progress in the syllabus. <br />_Pa,o .3. <br />
