i <br />FULCRUM <br />environmental consulting <br />Lead Containing Material Identification <br />Given the existing lead based paint information, Fulcrum's inspection will be designed to supplement <br />known lead content necessary to facilitate demolition. Additionally, as the principal purpose will be worker <br />protection, Fulcrum's Washington State certified Lead Risk Assessor(s) will complete all sampling by paint <br />chip for laboratory analysis. Fulcrum will collect one or two paint chip samples from each unit for <br />laboratory analysis. <br />In addition, should conditions warrant, Fulcrum will collected up to four representative samples from <br />building components and complete a toxicity characteristic leaching procedure (TCLP) evaluation of the <br />potential demolition waste as required by Washington State Department of Ecology regulations (WAC 173- <br />.303) and ASTM 1908-16 Standard Guide for Sample Selection ofDebris Waste from a Building Renovation <br />or Lead Abatement Project for Toxicity Characteristic Leaching Procedure (TCLP) Testing for Leachable <br />Lead (Pb). The TCLP sample will consist of discrete samples of building components and submitted for <br />analysis. Results will be summarized in the Hazardous Building Materials Inspection report. <br />Lighting and Electrical Component Identification <br />Fulcrum's inspectors will examine representative fluorescent light fixtures, transformers, and other electrical <br />equipment to determine likely presence of PCB, mercury or other potentially hazardous materials. Following <br />the inspection, Fulcrum will summarize quantity and locations of materials identified. Results will be <br />summarized in the Hazardous Building Materials Inspection report. <br />Refrigerant Containing Systems <br />Identification of building systems with ozone depleting compounds, refrigerants, or other fluid systems will <br />be accomplished through visual inspection. As part of Fulcrum's services we do not disassemble equipment. <br />Rather, through inspection, assessment, and experience; Fulcrum's staff identifies presence, type, and <br />number of ozone depleting compound containing building systems. This information is used to prepare the <br />relevant investigation report sections and is used as the basis for project specification development. <br />Final Report <br />Fulcrum will prepare a single consolidated report for each of the first 23 units inspected and a separate letter <br />report for the final unit: Fulcrum will plan to deliver the final report within 10 business days of receipt of <br />the all laboratory analysis. <br />Schedule <br />Fulcrum will being investigation of all units within three days of notice proceed. Depending the date of <br />notice and staffing availability at that time, Fulcrum will intend to complete inspection of four to five units <br />each day.
