05/01/2017 MINUTES 1
COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON
COMMISSIONERS CONFERENCE ROOM
REGULAR MEETING

MONDAY 10:00 A.M. MAY 1, 2017

Board members present: Chairman Paul Jewell; Vice-Chairman Laura
Osiadacz & Commissioner Obie O’Brien.

Others: Mandy Buchholz, Deputy Clerk of the Board; Patti Johnson,
Solid Waste/Maintenance Director/Project Manager; Judy Pless, Budget
and Finance Director; Lisa Young, HR Director and one member of the
public.

REGULAR MEETING DEPARTMENT HEAD HUMAN RESOURCES

Lisa Young, HR Director presented the Board with a proposed job
description for the Assistant Maintenance Director for review.

Patti Johnson, Solid Waste/Maintenance Director/Project Manager
explained that with Terry Powers, who is the current Assistant
Maintenance Supervisor (currently union) retiring, she would like to
re-title the position and take it out of the Union to streamline the
pay-scale with the other Assistant Director positions in the County.
She stated that the new scale would be from $4,742.00 - $6,381.00 a
month. The expectations for the position would be a lot different.
She stated that the position could be funded by un-filled positions
for the remainder of the year.

The Board expressed concerns that the job description didn’t speak
to the fact that it’s a hands-on position. They asked that the job
description reflect that it be much clearer than it currently does.

There was discussion about where funding would come from and
concerns expressed about the budget impacts with the new salary for
future budget years.

Lisa Young, HR Director stated that they are waiting to hear back
from the Union.

Chairman Jewell stated that he would work with Judy Pless, Budget
and Finance Manager and Lisa Young, HR Director to come up with
funding solutions.

Meeting adjourned at 10:10 a.m.
