2017-02-14 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONER’S CONFERENCE ROOM SPECIAL MEETING TUESDAY 1:00 P.M. FEBRUARY 14, 2017 Board members present: Chairman Paul Jewell; Vice-Chairman Laura Osiadacz and Commissioner Obie O’Brien. Others: Robin Read, Public Health Administrator; John Littel with Kittitas County Housing Authority (also a former HAHC member) and Debbie Myers, HAHC Clerk. SPECIAL MEETING HOMELESSNESS AND AFFORDABLE HOUSING COMMITTEE BOCC Chairman Paul Jewell opened the meeting at 1:02 p.m. to discuss the Homelessness and Affordable Housing Committee’s (HAHC) Request for Proposals and the Homelessness and Affordable Housing Plan documents. Robin Read and John Littel who both worked on the documents with the HAHC sub-committee, asked the Commissioners if they had input on the documents or would like to see any changes before they submit them for Board approval. There was discussion on the scoring matrix and if it should be included with the application instructions. Chairman Jewell said including it with the application package helps clear up some of the questions for the applicants. Vice-Chairman Osiadacz pointed out that the parameters of the HAHC and the grant applications are different than some of the other boards and committees. The committee discussed administration or operations costs vs. direct services; budget template; definitions of administrative costs and direct costs; RCW’s; objective vs subjective proposals; having only one RFP for both Affordable Housing and Homelessness Housing; fixed funding; how to apply the most money to direct services for clients; and minimizing administration costs. The HAHC will submit the documents for Board review during the next Agenda Session. Meeting adjourned at 2:05 p.m. KITTITAS COUNTY COMMISSIONERS
