<br />2017-02-14 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />TUESDAY 1:00 P.M. FEBRUARY 14, 2017 <br /> <br />Board members present: Chairman Paul Jewell; Vice-Chairman Laura <br />Osiadacz and Commissioner Obie O’Brien. <br /> <br />Others: Robin Read, Public Health Administrator; John Littel with <br />Kittitas County Housing Authority (also a former HAHC member) and <br />Debbie Myers, HAHC Clerk. <br /> <br />SPECIAL MEETING HOMELESSNESS AND AFFORDABLE HOUSING COMMITTEE BOCC <br /> <br />Chairman Paul Jewell opened the meeting at 1:02 p.m. to discuss the <br />Homelessness and Affordable Housing Committee’s (HAHC) Request for <br />Proposals and the Homelessness and Affordable Housing Plan <br />documents. <br /> <br />Robin Read and John Littel who both worked on the documents with the <br />HAHC sub-committee, asked the Commissioners if they had input on the <br />documents or would like to see any changes before they submit them <br />for Board approval. <br /> <br />There was discussion on the scoring matrix and if it should be <br />included with the application instructions. Chairman Jewell said <br />including it with the application package helps clear up some of the <br />questions for the applicants. <br /> <br />Vice-Chairman Osiadacz pointed out that the parameters of the HAHC <br />and the grant applications are different than some of the other <br />boards and committees. <br /> <br />The committee discussed administration or operations costs vs. <br />direct services; budget template; definitions of administrative <br />costs and direct costs; RCW’s; objective vs subjective proposals; <br />having only one RFP for both Affordable Housing and Homelessness <br />Housing; fixed funding; how to apply the most money to direct <br />services for clients; and minimizing administration costs. <br /> <br />The HAHC will submit the documents for Board review during the next <br />Agenda Session. <br /> <br />Meeting adjourned at 2:05 p.m. <br /> <br /> <br />KITTITAS COUNTY COMMISSIONERS
