2017-01-30 MINUTES 1 COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONER’S CONFERENCE ROOM SPECIAL MEETING MONDAY 1:30 P.M. JANUARY 30, 2017 Board members present: Chairman Paul Jewell; Vice-Chairman Laura Osiadacz and Commissioner Obie O’Brien. Others: Mandy Buchholz, Deputy Clerk of the Board & Lisa Young, Human Resource Director. SPECIAL MEETING WAGE SURVEY COMMISSIONERS At 1:30 p.m. Chairman Jewell opened a Special Meeting to discuss the recent wage survey and implementation. Chairman Jewell explained that they had a few Department Heads who have requested the Board consider moving them to the mid-point of their new pay scale as that is where there prior to the wage survey implementation. Lisa Young, HR Director reviewed her years of service and justification of the proposal she provided the BoCC. She stated that she is the 2nd lowest paid Department Head in the County and has the 2nd longest tenure in the County. She explained that her frustration is that the County has been consistently hiring Department Heads at the midpoint and if she quit today and was replaced the chances are very high they would bring the next Director in at the midpoint unless they were very new in the HR field. Chairman Jewell reviewed other information as well as rational for the requests on behalf of Jim Goeben, IT Director and Diana MacKenzie, UDC Administrator. The BoCC discussed possible options as well as potential issues such as funding if they honored the requested changes. Commissioner O’Brien suggested that the BoCC take time to digest the information discussed today and re-group on Monday February 6, 2017 at 4:00 P.M., for further discussion. Chairman Jewell and Commissioner Osiadacz were in agreement, noting that they had another meeting they had to get to at 2:30 p.m., and felt additional time was needed to consider the requests.
