COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br />HR STUDY SESSION <br /> <br />TUESDAY 10:00 AM AUGUST 23, 2016 <br />Board members present: Obie O’Brien, Laura Osiadacz <br />Others: Lisa Young, Holly Myers, Doc Hansen <br />1) Call to Order – 10:00 AM <br /> <br />2) Staffing Discussion/Requests <br /> Request to approve PAF’s <br />o EH Supervisor Myers requested approval of a PAF to hire an EH <br />Project Specialist temporary/part time until the .5 FTE <br />vacancy is filled; to be re-visited in 90 days. Board <br />approved the PAF as presented. <br />o CDS – PAF’s were presented for the new CDS Director, <br />appointment of a Building Official, and removal of an Interim <br />stipend. Planning Official Hansen said he has <br />recommendations for the Building Official job description; <br />the Board will review. He also had questions regarding his <br />pay scale and ongoing responsibilities with respect to the <br />new Director. Commissioner Jewell discussed the pending wage <br />survey and let him know he would no longer have Department <br />Head responsibilities upon hire of the new Director. The <br />Board added an executive session to discuss the performance <br />of a public employee. <br />RCW 42.30.110 (g) To evaluate the qualifications of an applicant for public employment or to <br />review the performance of a public employee. However, subject to RCW 42.30.140(4), discussion <br />by a governing body of salaries, wages, and other conditions of employment to be generally <br />applied within the agency shall occur in a meeting open to the public, and when a governing body <br />elects to take final action hiring, setting the salary of an individual employee or class of employees, <br />or discharging or disciplining an employee, that action shall be taken in a meeting open to the <br />public <br />The Board entered Executive Session at 10:30 AM to discuss <br />the performance of a public employee. Anticipated length: 10 <br />minutes. Anticipated action: Consideration of PAF’s. The <br />Board exited Executive Session at 10:40 AM.
