COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />SPECIAL MEETING <br />HR STUDY SESSION <br /> <br />WEDNESDAY 11:00 AM FEBRUARY 24, 2016 <br />Board members present: Paul Jewell, Gary Berndt <br />Others: Lisa Young, Christopher Horner, Patti Johnson, Mickey <br />Webb <br />1) Call to Order – 11:05 AM <br /> <br />2) Consider BOCC Signature on a Letter to Recreation and Conservation <br />Office (RCO) – Commissioner Berndt moved to approve Board signature <br />on a letter requesting extension of the deadline; Commissioner <br />Jewell seconded. Motion approved 2:0. <br /> <br />3) Staffing Discussion and/or Requests – SW Director Johnson and KVEC <br />Director Webb were present to discuss staffing and what duties would <br />be considered maintenance vs. events. The Board asked that the job <br />description for the jail maintenance staff be completed then see <br />what impact that position has on workload. In the meantime Director <br />Webb should submit Service Requests to Director Johnson and she will <br />work their projects into the schedule with estimated completion <br />times. The Board will also speak with Corrections regarding inmate <br />worker availability. <br /> <br />4) Executive Session – Collective Bargaining <br />RCW 42.30.140 (4)(b) that portion of a meeting during which the governing <br />body is planning or adopting the strategy or position to be taken by the <br />governing body during the course of any collective bargaining, <br />professional negotiations, or grievance or mediation proceedings, or <br />reviewing the proposals made in the negotiations or proceedings while in <br />progress. <br />The Board entered Executive Session at 11:30 AM to discuss <br />negotiation strategies. Anticipated length: 10 minutes; anticipated <br />action: Direction to staff. The Board exited Executive Session at <br />11:40 AM with direction to proceed with negotiations. <br /> <br />5) Executive Session – Litigation <br />RCW 42.30.110(i) To discuss with legal counsel representing the agency <br />matters relating to agency enforcement actions, or to discuss with legal <br />counsel representing the agency litigation or potential litigation to <br />which the agency, the governing body, or a member acting in an official <br />capacity is, or is likely to become, a party, when public knowledge <br />regarding the discussion is likely to result in an adverse legal or <br />financial consequence to the agency. <br />The Board entered Executive Session at 11:40 AM to discuss <br />litigation with DPA Horner present. Anticipated length: 10 minutes;
