TITLE SW/MA DIRECTOR <br />CREATED: 12/5/2015 <br />REPORTS TO: The Board of County Commissioners <br />DEPARTMENT: SOLID WASTE/MAINTENANCE <br />JOB SUMMARY: The Director plans, organizes, and directs the operation, administration, policy <br />development, personnel and business management of the Solid Waste and <br />Maintenance Departments on behalf of the Board of County Commissioners. <br />Solid Waste: Responsible for developing long range planning for Solid Waste <br />handling in Kittitas County, which includes the development and implementation <br />of a County -wide Solid Waste Management Plan with goals, objectives, and <br />implementation measures for the County. Must maintain an effective relationship <br />with the Solid Waste Advisory Committee. <br />Maintenance: Manage a robust maintenance program for all County owned or <br />leased properties, as well as some vehicles and equipment. <br />This position requires the ability to maintain cooperative working relationships <br />with County personnel, outside agencies, vendors, and the general public. The <br />Director shall adhere to State and Federal regulations, and County policies and <br />procedures. <br />CATEGORY: <br />Full Time <br />OCCUPATION CODE <br />1322 <br />UNION AFFILIATION: <br />None <br />WORKWEEK BASIS: <br />40 <br />FLSA STATUS: <br />Exempt <br />DRS ELIGIBLITY: <br />PERS <br />ESSENTIAL FUNCTIONS: <br />Administration <br />• Responsibilities include directing, delegating and overseeing all planning, program development, accounting, <br />budget development and monitoring, emergency response, safety, employee training and development, <br />alternative policy development for consideration of the Board of County Commissioners and leadership of <br />all Solid Waste/Maintenance Department employees. Direct and coordinate the activities of the Solid <br />Waste/Maintenance Department internally and with other departments, governmental agencies and <br />municipalities. Coordinate with federal, state and local governments to establish and maintain eligibility for <br />system improvements, upgrades, programs grants, and loans of all types. <br />• Ensure proper application of the Kittitas County Personnel Policies. <br />• Provide management and technical assistance to all levels of staff within the department and to other <br />County officials or departments when requested. Periodically review and analyze the department safety <br />program and update as needed to ensure compliance with standards and policies. <br />• Develop and implement departmental financial management policies and procedures to include clerical <br />support, payroll, accounting, inventory management, purchase of supplies and equipment, grant <br />administration, contracts for services and construction, revenue and expense analysis, annual reporting, <br />cash collection, and customer billing. Prepare and administer the departments' annual budgets and all <br />accounting records in accordance with all federal, state and local rules and regulations. <br />• Direct the integration of all program areas (transfer stations, scale houses, landfills, recycling, moderate risk <br />waste facility, small quantity generators, liquid waste lagoons, and facility maintenance as well as new <br />Solid Waste/Maintenance Director Page 1 <br />
