BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br />RESOLUTION <br />NO. 2015 - 116 <br />DECLARATION OF EMERGENCY — Ryegrass Septage Lagoon <br />WHEREAS: Kittitas County Solid Waste, during the process of cleaning and testing the Ryegrass <br />Septage lagoons has found a liner failure in one of the lagoons; and <br />WHEREAS: The Kittitas County Solid Waste Department notified the Department of Ecology of this <br />failure; and <br />WHEREAS: The Department of Ecology has allowed the Kittitas County Solid Waste Department to <br />temporarily make an otherwise non -conforming use of the remaining lagoon capacity <br />until repairs can be made; and <br />WHEREAS: The non -conforming use is not consistent with sound waste water treatment practice; and <br />WHEREAS: The Kittitas County Solid Waste Department has requested approval to repair the lagoon <br />using the original engineering design; and <br />WHEREAS: Approval to use the original design has been denied since WAC 173-308 and WAC 173- <br />304 has changed since the design was done and updated engineered documentation would <br />be required before repairs could be made; and <br />WHEREAS: Kittitas County is experiencing and upturn in the sale of homes which in turn is resulting <br />in an increased volume of septage being received at the facility; and <br />WHEREAS: Our remaining lagoon is being pushed to its capacity; and <br />WHEREAS: without proper capacity this will result in a community health hazard; and <br />WHEREAS: a design engineer or associate who did the review and approval of the original plans <br />would be able to conduct that process in the most rapid manner of the options available to <br />the Kittitas County Solid Waste Department; and <br />WHEREAS: The period of time during which weather conditions are likely to be favorable for the <br />repair process is limited and time is thus of the essence; and <br />WHEREAS: the time urgency renders the bidding process unusable; and <br />
