Cook <br />RECOMMENDATION: <br />Adopt a Resolution of Intention to formulate the Biltmore Road Improvement <br />District and set a public hearing for finalizing the role of the district. <br />BACKGROUND: <br />Over the past several months, Public Works has briefed the Board of County <br />Commissioners (Board) numerous times regarding the petition process: <br />associated with formulating a Road Improvement District. The Prosecuting <br />Attorney's Office has evaluated state statutes with the Director of Public Works <br />and the process for formulation is now well understood by staff. <br />A petition to formulate was received by Public Works in July 2016 (Biltmore <br />Road). The request is for Public Works to prepare the road surface, install <br />bituminous surface treatment (chip sea[) and improve a turn -around at the and of <br />a 0.3 mile improvement. <br />Public Works is currently in the process of securing necessary oil supplies <br />supporting district fomwiation by the Board in early September 2016. <br />DISCUSSIQN: <br />Public Works has verged that the petition (EXHIBIT 1) to formulate is sufficiently <br />developed and verified signatories are owners of record as they appear within <br />the County's tax parcel data base system. Since the circulation of the original <br />petition, one property has transferred ownership and the amended petition (and <br />electronic message) is attached as EXHIBIT 2. A map detailing the boundary of <br />the proposed RID is attached as EXHIBIT 3. A map depicting the improved turn- <br />around is provided as EXHIBIT 4. <br />The process described above allows construction of requested improvements in, <br />late September 2016.
