Cook <br />RECOMMENDATION: <br />Authorize the Director's signature on the Task Order with Watershed Science <br />and Engineering supporting the replacement of the Lodge Creek Culvert at Via <br />Kachess Road. <br />BACKGROUND: <br />The recent failure of the Lodge Greek culvert at Via Kachess Road has been <br />evaluated by Washington State Department of Fish and Wildlife (WDFW). <br />WDFW is suggesting that a 22.5 foot bridge is appropriate for replacing the 60 <br />inch culvert. The culvert is currently a fish barrier. <br />DISCUSSION: <br />WDFWs culvert manual stipulates design criteria utilized by the department <br />when deciding the length of a structure crossing a stream. The criteria are highly <br />subjective. Our hydraulics and hydrology consultant (Watershed Science and <br />Engineering — WS&E) believes they can successful articulate a length under the <br />National Bridge Inventory System length of 20 feet. <br />Staff believes having WS&E perform the required delineation will significantly <br />reduce the cost of the design structure by reducing required structure length.
