SCOPE OF SERVICES <br />1. INTRODUCTION <br />1.01 Understanding <br />The intent of this project is to design a replacement culvert structure for the failing culvert at the Lodge Creek <br />crossing of Via Kachess Road within Khtas County. <br />Via Kachess Road is the only roadway providing access to the many homes, and a fire station, located near Lake <br />Kachess. The existing failing culvert has led to Initial damage to the roadway. Thus, replacing the existing culvert is <br />considered by Kittitas County to be an urgent need in order to maintain this sole access for residents and <br />emergency services. <br />Kittitas County will obtain construction permits; collect topographic survey data and prepare base maps; determine <br />the minimum full -bank hydraulic width of the culvert structure; and determine the stream hydraulic grade line and <br />minimum freeboard requirements for the culvert or bridge structure. CONSULTANT will perform geotechnical <br />investigation; perform one (1) conceptual design of a culvert structure; host one (1) design charrette up to four (4) <br />hours In length; and submit one (1) draft and one (1) final conceptual design report to Kittitas County. <br />CONSULTANT will utilize the conceptual design to obtain environmental permits while continuing with the final <br />design phase. <br />Following the conceptual design, CONSULTANT will provide final design of the culvert structure (incorporating <br />requirements from full -bank hydraulic width and freeboard determinations); perform final design of roadway <br />approach improvements needed to construct the culvert structure; prepare final design of maintenance -of -traffic <br />strategy; develop technical specifications; and develop an estimate of probable construction costs. CONSULTANT <br />will develop and prepare necessary design for maintaining local and emergency access to the Via Kochess <br />community during construction. <br />Regulatory agency coordination, environmental analysis, and permit application(s) are included in this scope of <br />work, however, N titan County may elect tD do this work or assign it to an agency partner. <br />The Owner's design criteria Is the Mitas County Code (KCC) Chapter 12. The KCC Chapter 12 largely references <br />other design manuals such as Washington State Department of Transportation (WSDOT) manuals, AASHTO <br />manuals, and other agency criteria (I.e. Washington Dept. of Fish & Wildlife, US Army Corps of Engineers, etc.), <br />specifically, the current version of the Washington State Department of Transportation Bridge Design Manual and <br />the current ed'iti'on of the Washington State Department of Fish and Wildlife Culvert Design Manual. <br />2, SCOPE OF SERVICE <br />2.01 Project Management <br />A. Project planning, team direction and coordination and ongoing client communication; project <br />instructions will be documented in a Project Procedures Manual. <br />1. Develop Project Execution Plan/Project Procedures Manual; <br />2. Provide team direction and oversight; <br />3. Provide updates and reports to the Owner (e.g., weekly, monthly, etc.); <br />4. Develop and implement Hazard Assessment Safety Action Plan (HASAP; <br />S. Plan and facilitate internal team project meetings; <br />Page I of 10 <br />
