Cook <br />RECOMMENDATION: <br />Authorize the Director's signature on a design task order with Jacobs. <br />BACKGROUND: <br />During 2095, staff identified the need for placing the culvert at Lodge Creek <br />(entrance to Via Kachess) on the Department's six year improvement plan <br />(2096). We anticipated environmental permitting and design in 2016. Recently, <br />the culvert failed eroding three feet into the pavement. We have spent the past <br />couple of weeks working to define the scale of the project_ Washington State <br />Department of Fish and Wildlife (WDFW) has conducted a site visit and <br />determined that 22 and one half foot bridge is required to replace the 60 inch <br />culvert. The stream is listed for Bull Trout presence. <br />I have solicited the services of Jacobs and Watershed Science and Engineering <br />for scopes of work and fee estimates targeting reduction in the width of the <br />replacement structure requested by WDFW. Public Works has an open <br />professional service contract with Jacobs for environmental and engineering <br />services. <br />DISCUSSION: <br />It is desirable to keep the length of the structure under 20 feet — thus avoiding the <br />National Bridge Inventory System_ WDFW is not likely to accept County data <br />that seeks a reduction in structure length. Additionally, we do not have a County <br />Engineer, Construction Manager or Engineering Technician III (we just hired one <br />of the two vacant positions). Failing to secure design and permitting support now <br />for the replacing the culvert will ensure no chance of replacing the culvert in <br />2016. The culvert is the only way in and out of a community with a local fire <br />station and provides access to approximately 40 homes. <br />In addition to environmental permitting (biologic assessment is likely), geologic <br />analysis on soil in the vicinity of the culvert is necessary.
