KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC WORKS — BOARD OF COUNTY COMMISSIONERS <br />WORK SESSION STAFF REPORT <br />WORK SESSION DATE: April 25, 2016 <br />TOPIC: Ringer Loop Salmon Recovery Funding Board Grant Submittal <br />ACTION REQUESTED: Authorize the Director's Signature on Task Order No.9 <br />with Watershed Science and Engineering and Ratify <br />the Chair's Signature on the Grant Submittal <br />LEAD STAFF: Mark R. Cook <br />RECOMMENDATION: <br />Ratify the Director's Signature on the Task Order with Watershed Science and <br />Engineering and Ratify the Chair's Signature on the Grant Submittal <br />BACKGROUND: <br />Kittitas County Public Works desires submitting a Salmon Recovery Funding <br />Board (SRFB) application supporting design altemat[ves for Ringer Loop. The <br />recently completed Yakima Corridor Plan identifies the priority project <br />abandoning Ringer Loop. Funding from the Yakima Integrated Plan is currently <br />being used to purchase 40 acres of agricultural land residing within the lower <br />triangle created by Ringer Loop Road. <br />The lack of staff in Public Works requires consideration of consultant services <br />supporting grant preparation. Tight grant submittal timelines required action <br />securing grant preparation services. A verbal authorization has enabled the <br />consultant (Watershed Science and Engineering) to prepare the grant for <br />submittal on April 22, 2015. <br />This funding requests approximately $110,000 for designing alternatives <br />supporting the abandonment and vegetation re-establishment of the proposed 40 <br />acre purchase. Staff is in communication with Burlington Northern Railroad and <br />Washington State Department of Fish and Wildlife regarding various issues <br />associated with roadway abandonment. <br />DISCUSSION: <br />Public Works was unable to compile necessary documents for Board review and <br />consideration ahead of the grant submittal deadline. Recognizing the need, the <br />Director gave verbal authorization for grant preparation.
