COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br /> <br />TUESDAY 10:00 AM JUNE 11, 2013 <br />Board members present: Paul Jewell, Gary Berndt <br />Others: Lisa Young, Michael Nigrey, James Rivard, Dr. Mark <br />Larson <br />REGULAR MEETING COMMISSIONERS <br /> <br />1) Call to Order: 10:05 AM <br />2) Public Health Staffing: EH Supervisor Rivard and Dr. Larson <br />were present to discuss a project position that would work on <br />onsite sewage code and water metering/open house. A policy <br />draft is in process. PH Administrator Read and Dr. Larson are <br />to work on wages and bring recommendations back to the Board. <br />It is anticipated the position would last 60 days, but would <br />be re-assessed if needed. <br />3) Property Appraisals – DPA Nigrey reported that private <br />appraisal may be needed due to concerns over gifting of <br />public funds/public interest. He will check with DPA <br />Caulkins and report back. The Board stated if an appraisal is <br />required to schedule it and if not, to prepare a PSA and <br />schedule an Executive Session with the Board the following <br />week. Prepare notice to schedule public hearing before <br />closing July 30. <br /> <br />4) Executive Session – Union Matters <br />RCW 42.30.140 (4)(a) Collective bargaining sessions with employee organizations, including contract <br />negotiations, grievance meetings, and discussions relating to the interpretation or application of a labor <br />agreement; or (b) that portion of a meeting during which the governing body is planning or adopting the <br />strategy or position to be taken by the governing body during the course of any collective bargaining, <br />professional negotiations, or grievance or mediation proceedings, or reviewing the proposals made in the <br />negotiations or proceedings while in progress. <br />The Board entered Executive Session at 10:30 AM to discuss <br />positions related to collective bargaining. Anticipated <br />length: 15 minutes; anticipated action: Direction to staff. <br />At 10:45 AM the Board extended the Executive Session for an <br />additional two minutes. The Board exited Executive Session at <br />10:47 AM with direction to staff to proceed as discussed. <br /> <br />5) Other business – None <br /> <br />7) Adjourn: 10:47 AM
