2016-12-20 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />TUESDAY 1:00 P.M. DECEMBER 20, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell and Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board; Jerry Pettit, <br />Auditor; Dan Carlson, CDS Director; Doc Hansen, Planning Official <br />and one member of the public. <br /> <br />SPECIAL MEETING KCCOG POPULATION UPDATE COMMISSIONERS <br /> <br />At 1:00 p.m. Chairman O’Brien opened a Special Meeting to discuss <br />with Staff and provide direction on the Kittitas County Conference <br />of Governments (KCCOG) decision on the population for use in <br />updating the Comprehensive Plan. <br /> <br />Doc Hansen, Planning Official apologized for not being able to <br />attend the previous meeting with the Board. He stated that he was <br />looking for direction to draft a Resolution formally adopting the <br />KCCOG’s 65/35 split. This reflects the assumption that the <br />anticipated population growth of municipal UGA’s and the <br />unincorporated rural County is 65% of future population will reside <br />within urban areas and that 35% will reside in rural areas of the <br />County. <br /> <br />Commissioner Jewell stated that he wants to plan appropriately and <br />feels that these estimates are in some cases over shooting and in <br />others under shooting. He explained that he is concerned that these <br />estimates are not grounded in reality and is not in agreement with <br />KCCOG, however the KCCOG has made its decision, so time will tell. <br /> <br />Commissioner Osiadacz asked to see the maps that show the new <br />boundary lines that were used when they made their recommendation. <br />She felt that the maps wouldn’t change her mind but that she wants a <br />visual so she is informed and can speak about it knowledgably. <br /> <br />The Board authorized Mr. Hansen to prepare a Resolution for <br />consideration. <br /> <br />The meeting adjourned at 1:25 p.m. <br /> <br />KITTITAS COUNTY COMMISSIONERS <br />DEPUTY CLERK OF THE BOARD KITTITAS COUNTY, WASHINGTON <br /> <br />
