KITTR.4S COUNTY
October 5, 2016
II'1'T`Z'I'Al5 C®LINTY
DEPARTMENT OF PUBLIC WORKS
Mark R. Cook, PE Director
Ms. Jeanne K Demorest
US Department of the Interior
Bureau of Reclamation
F&WL Administrator
Yakima River Basin Water Enhancement Project
RE: Schaake Property Habitat Improvement Project
30 Percent Design
Dear Ms. Demorest:
Kittitas County Department of Public Works has completed review of CH2M Hill, Inc. "Schaake
Property Habitat Improvement Project, 30 Percent Design" report dated November 2, 2015. We
regret our response was not timely. Please find our comments below.
Page 3-5. 3.3.4 Offsite Spoil Area:
It is unclear that the County currently poses a valid stockpile permit for Hansen Pit. Verification
of stockpile capability at Hansen Pit will be verified prior to final design.
Page 3-5, 3.3.5 Permanent Access:
Access via the City WWTP will require a perpetual easement granted to the County from the
City.
Page 3-7: 3.5.1 Levee Removal:
Analysis of levee breaching velocities is required. The County anticipates that Bureau of
Reclamation (BoR) will design downstream armoring sufficient to mitigate breach scour.
Page 3-8: 3.5.3 Utility Considerations:
Kittitas County presumes that the gas line, 15 kV line and 115 kV line do not impact County
owned property. If this is not the case, we anticipate a discussion regarding probable impacts.
Page 3-8: Setback Levee:
We anticipate a more developed evaluation and explanation of underseepage in subsequent
design proposals.
Page 3-9: 3.6.2 Vertical Profile/Level of Protection:
Third bullet, first statement, Kittitas County will revisit the level of protection with USACE and
advise BoR prior to moving forward with additional level of design effort.
411 N.
