"Schaake <br />Property Habitat Improvement Project, 30 Percent Design" report dated November 2, 2015. We <br />regret our response was not timely. Please find our comments below. <br />Page 3-5. 3.3.4 Offsite Spoil Area: <br />It is unclear that the County currently poses a valid stockpile permit for Hansen Pit. Verification <br />of stockpile capability at Hansen Pit will be verified prior to final design. <br />Page 3-5, 3.3.5 Permanent Access: <br />Access via the City WWTP will require a perpetual easement granted to the County from the <br />City. <br />Page 3-7: 3.5.1 Levee Removal: <br />Analysis of levee breaching velocities is required. The County anticipates that Bureau of <br />Reclamation (BoR) will design downstream armoring sufficient to mitigate breach scour. <br />Page 3-8: 3.5.3 Utility Considerations: <br />Kittitas County presumes that the gas line, 15 kV line and 115 kV line do not impact County <br />owned property. If this is not the case, we anticipate a discussion regarding probable impacts. <br />Page 3-8: Setback Levee: <br />We anticipate a more developed evaluation and explanation of underseepage in subsequent <br />design proposals. <br />Page 3-9: 3.6.2 Vertical Profile/Level of Protection: <br />Third bullet, first statement, Kittitas County will revisit the level of protection with USACE and <br />advise BoR prior to moving forward with additional level of design effort. <br />411 N.
